In a landmark collaboration aimed at uplifting communities across Taraba State, Secretary to the State Government, Chief Barr. Gebon Timothy Kataps, on Monday lauded the unprecedented progress of the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Programme (IBSDLEIP).
Representing the Executive Governor, Agbu Kefas, he welcomed the African Development Bank (AfDB) delegation led by Mr. Mthokozisi Ncube in a ceremony that underscored sustained commitment to inclusive development.
Delivering his remarks on behalf of the Taraba State Project Implementation Unit, State Project Coordinator – Geologist Julius T. Awudu – highlighted the transformative reach of IBSDLEIP.
Backed by the AfDB in partnership with Nigeria’s Federal Government, the programme seeks to strengthen basic education, primary health care, water supply, sanitation, and vital livelihoods. Special emphasis is provided for women, youth, and vulnerable groups.
Mr Awudu acknowledged that notable achievements have already been realized under Governor Kefas’ stewardship, including:
Construction and rehabilitation of modern school facilities
Upgrading and equipping primary health centres
Large-scale borehole drilling and installation of sanitary latrines
Innovative community-focused livelihood initiatives

Awudu affirmed. Chief Barr. Gebon Timothy Kataps, standing in for the Governor, extended gratitude to the AfDB team for their consistent support. He reiterated Taraba State’s unwavering pledge towards free and quality education for all, urging the Bank and its partners to further align with the government’s strategic vision.“Your presence is a testament to our shared goals for sustainable development. We stand ready to work together and ensure project success,”
Chief G.T Kataps stated Mr. Ncube, leading the AfDB delegation, commended Taraba State for tangible progress and diligence, emphasizing the importance of deploying completed infrastructure promptly for public benefit. He praised the local implementation team’s efficiency, insistence on due process, and on-time project delivery. The mission visit by development partners includes technical working sessions and field inspections to assess project outcomes and jointly strategize for greater results. Both the Taraba State Government and the African Development Bank expressed optimism that their deepening partnership will foster even greater improvements for communities, especially among society’s most vulnerable. The event not only marks a celebration of achievements but also sets a new benchmark for collaborative community development in Nigeria’s northeast.
